Dr Stephen Hammerton

Chair

Stephen is an experienced transport advisor with a career spanning major infrastructure and mobility projects across the UK, Europe, and internationally. Formerly Divisional Commercial Director at a leading British consultancy, he has delivered strategic guidance on transport planning, development, regulation, and safety. Stephen has advised the Mayor of London on infrastructure planning, supported a northern rail operator, and led the preparation of a national transport development plan for Azerbaijan. His expertise combines commercial leadership with deep knowledge of policy and operational frameworks. Prior to joining the Road Safety Foundation, Stephen served as a Trustee of the RAC Foundation and of a City Livery Charity, bringing a strong record of governance and advocacy to his role.

Dr Susan Sharland

Chair of the Management Committee

Sue is an experienced leader in research, technical consultancy, and software organisations, with a career spanning the private, public, and not-for-profit sectors. She has held senior executive and non-executive roles across transport, planning, energy, marine, water, and environmental fields, bringing wide-ranging technical and strategic insight. Sue served as CEO of TRL Ltd for 12 years and is a past President of the Chartered Institution of Highways and Transportation, where she was also a long-standing Trustee. She began her career as a research scientist and software developer, grounding her leadership in strong technical expertise. Recognised for her strategic leadership of complex technical organisations, Sue is a passionate advocate for harnessing technology and data to improve society and people’s lives.

Alexandra Overton-Wood

Alexandra is an international advisor and strategic brand consultant with over 25 years of experience spanning aerospace, defence, automotive, FMCG, and pharmaceuticals. She has worked with some of the world’s leading global brands, providing counsel on strategy, positioning, and reputation. A Trustee of the Road Safety Foundation and Founder of Nardusa Productions, Alexandra is recognised for her strategic insight, discretion, and cross-sector leadership.

Nick Lomas

Nick is the Director General of the Caravan and Motorhome Club, representing Britain’s largest community of leisure vehicle owners and recreational road users. With over thirty years of leadership experience across financial services and major membership organisations, he brings deep expertise in governance, strategy, and consumer advocacy. A former member of the Management Council of Region 1 (EMEA) of the International Automobile Federation (FIA), Nick has been a long-standing advocate for safe and sustainable mobility. He currently serves as a Council member of the UK Tourism Alliance and is an Advanced Driver and Trustee of IAM RoadSmart.

Richard Sanderson

Richard is the Executive Vice President and General Manager for Europe & UK at Jacobs, bringing over 30 years of experience in transportation and infrastructure. He has specialised in the appraisal and evaluation of major transport programmes, working with public and private sector clients across Australia, North America, Europe, the Middle East, and Southeast Asia. Career highlights include leading mobility planning for the London 2012 Olympic and Paralympic Games and contributing to the business case for major investments such as the Elizabeth Line. Richard has held senior roles spanning technical delivery, operational management, and strategic leadership. Alongside his role at Jacobs, he is a Board Director at Ringway Jacobs. He is recognised for his strategic vision, collaborative leadership, and commitment to safer, smarter, and more sustainable transport.

Advisors to Council

John Plowman

John is a senior transport advisor and long-standing leader in road safety, with extensive experience across government, policy, and national organisations. A former Board — now Council — member of the ERF and Chair of the Older Drivers Task Force, John has played a pivotal role in shaping UK and European approaches to safer mobility. He has served on the Boards of PACTS (2001–2025) and RoadSafe, contributing strategic guidance over more than two decades. Earlier in his career, John was a senior civil servant, most recently Director of the Driving Agencies, and previously in the UK Representation to the EU in Brussels. He also chaired the Sustainable Development Commission for London from 2009 to 2014. Recognised for his insight, diplomacy, and depth of policy expertise, John brings a unique combination of public-sector leadership and road-safety advocacy to his role as Trustee.

Anthony Marshall

Tony is a civil engineer and senior transport consultant with over 40 years of experience shaping major infrastructure design and business strategy across the global transport sector. His experience includes 36 years with a leading global consultancy, where his roles spanned design and major project leadership through to leading the global highways business. A committed advocate for professional development, Tony has championed learning and innovation throughout his career, leading initiatives in road safety, digital transformation, and sustainable design. Alongside his role with the Road Safety Foundation, he has served on the Board of the International Road Federation (Geneva) and as a member of the World Road Association/PIARC UK Executive Committee. Recognised for his technical leadership and strategic outlook, Tony brings deep sector knowledge and a long-standing commitment to safer, more sustainable transport systems.
