iRAP in the UK

Since its revision in July 2023, the IEMA guidelines for the assessment of traffic and movement have included reference to using iRAP or similar to help ensure that new developments do not have a detrimental impact on the safety performance of the road network.

These guidelines apply primarily to larger scale development projects; however lighter touch approaches using iRAP can be used in a proportionate way e.g. using the iRAP demonstrator tool. 

pedestrian/cycle facilities) are assessed using a point location tool called the Star Rating Demonstrator.  Several scenarios can be tested:

  • Baseline conditions
  • Forecast conditions
  • With development
  • With speed management mitigations
  • With road infrastructure treatment mitigations

This stepwise modelling approach takes very little time to complete and illuminates the impact of the development on road safety performance, and then the expected effectiveness of proposed mitigations.
